If each site has its own DNS server, create a new standard primary forward
lookup zone named "localserver.domain.com" then create a new host, leave the
name field blank and give it the IP address you want the name to resolve to
at each site.
Then, make sure the domain.com zone does not have a record named
localserver.
That said, what are you really trying to achieve?
If localserver is a DC at each site you could play havoc with AD
replication.
