Yes, I replied to this question in my other response above. I will add to my
previous post to say that communication between Windows machines takes more
than just opening up specific firewall ports for specific type of traffic,
such as DHCP traffic.
I am re-posting my previous post for your convenience below:

If you are really that determined to use the firewall on the private side
(if it's multihomed or not), then you MUST open up many more ports. Take a
look at the article below to show you exactly what ports are required. Even
if you manage to open the bare minimum to get a DHCP address, you will need
much more for communication meaning there are more ports to open than just
DHCP ports. You need to have the emphirical response ports opened as well,
such as UDP > 1023, SMP TCP 445, etc.
