Dynamic DNS registration failure

I have a member server that wont dynamically register with our Active
Directory integrated DNS zone. It joined to the domain fine but did not
dynamically create the A and PTR records. I tried to force it to register
using ipconfig /registerdns but I get the following error.

"Registration of DNS records failed: The RPC server is unavailable."

This does not log anything to the event logs. I can create the records
manually and all name resolution works fine. Can anyone provide any
troubleshooting tips for this?
