DNS setup

sorry to ask for such an inexexperienced question..

this is a very simple setup anything not contained below does not exist

present setup
clients through dhcp server
dhcp scope has router, internal and external dns ips (external being primary
ips which i know is wrong)
router has external dns ips

isn't the correct setup:
client though dhcp server
dhcp server should contain internal dns only and router
dns should contain external dns ips as forwarders
router external ips
