Sets loopback instead of server IP

HI. I have 2 nics with new win2k3 server and I install AD and dns as PDC in
first role of setup and wizard sets up a loopback IP 127.0.0.1 instead of a
the static ip of the inside nic. Clients cant connect but server can surf
web. Im using ISP DNS set in forwarders. Not a caching only DNS server
either. using recursion. It sets up a "." root cache too with localhost set
to loopback ip. SMB setup with 5 users and its only server. DHCp and ISA to
be setup too. Is there an order to follow of roles. I reverted to ICS for
now works fine but not the setup I want. RRAS setup needed 1st?
