There are a couple of ways to do this.

One way, you could first move all your infrastructure services to the new
Windows 2003 servers. This include DNS, WINS and DHCP. Make sure DHCP Scope
or Server Option 006 is pointing to the new DNS servers.

This means during the transition prior to promoting the machines, you will
need to choose one of the new DNS servers to make your zone a Primary zone,
then make the other new servers host secondary zones. This will prevent
conflict errors with AD Integrated zone scope replication in DNS.

Another method you can choose is to just keep the existing services on your
current machines, run with the upgrade, and move them afterwards. Once
you've demoted ALL your Win2000 DCs, I would then change your AD Integrated
replication scopes to the app partition in Win2003 AD.
