I have a couple of DNS servers that are configured to foward resolutions for
anything with the state.ny.us to the server that has authority for that
domain and I keep getting "Non-existent domain" when I do a NSLOOKUP nor does
it resolve iusing the web browser.  If I put the full site or next level down
a resolution is returned.  For example:

exe.cdpoit-10.state.ny.us is resolved if I have "cdpoit-10.state.ny.us" as
the DNS domain with the appropriate IP address but the same request will not
work if I have "state.ny.us" or "*.state.ny.us"

I have tried all sorts of combinations so that I do not have to put all the
various subsets for state.ny.us as there might be (eg: a.state.ny.us,
b.state.ny.us, c.state.ny.us, d.state.ny.us)

Can someone tell what the problem might be?

Just a guess in the wild: Firewalls in between? You might explore the EDNS0Probes. You can turn them off on your DNS-Server (the one which forwards to those domains) with "dnscmd /config /EnableEDnsProbes 0"
