In the DNS management console. expand forward lookup zones, Delete the zone
that is name with a dot "."(Root). Yes, I said delete, if you need to
resolve names from the internet root you must delete this root. You can
install a delegated root, but that is a different question.
Deleting the root enable root hints and allows you to enable a forwarder
after the console is refreshed(close and reopen).
