What is the history on this domain?
Both DCs are reporting the there is no domain naming master or Schema
master, did you delete this DC and not transfer or sieze these two roles?
If the server SCUDC is gone, you will have to seize all roles it held with
Ntdsutil

Take a look at these KBs to find the role holders, there are five FSMO
roles, you need one master for each FSMO role, plus one Global Catalog
server.
