CAnnot create application directory

i recently had to rebuild our original DC controller (DCA). Before I took it
down I trnafer the Operation Master roll to a second DC, also enabeling DNS
and DHCP. All of this services work perfectly on DCB. After I was done
re-installing W2k3 I added DCA to the domain and Added Active directory.
Tranfer again the the operation master to DCA, and re-install DNS services
and DHCP. All functions work ok, users can log in and I can perform all
operations normally, but DNS will not allow me to set primaty DNS sites on
DCA.It will not replicate on it's own, I can't add them manually, and I even
tried removing DNS service from both server, re-start them both and only add
DNS to DCA, still I can't create primary zones integrated to Active
directory. I get error indicating that the Directory partition cannot be
created. Yet on DCB it works with out a problem. So right now I have DCB
hosting the primary zones and DCA setup with secundary zones.

Any Idea what the problem may be???? I could really use a hand.

I also get error logs on Event Viewer on DCA where it indicates the DNS
cannot contact the domain naming FSMO.
