my google searches have only shown this to be a service pack mismatch and I should re-install ADMINPAK.msi which I have done. but no joy.

my only guess would be to make sure that DLL isnt in use at the time of reinstalling the adminpak... but really dont take my word on that. if it is in use when the install is taking place, i am rather sure it will not be over written. if you maybe boot it to safe mode, to do install it, possibly it will work.

possibly also copy the correct dll over, and also make sure your regsvr32 /u it and re-register it.

those are my only ideas, and im not a windows expert, but its worth a shot
