Not really so odd, the reverse zone has no relation to the forward zone. Is
the machine name in the PTR machine.forwardlookupzonename?
Is the forward zone a at least a two level domain name like domain.com?
Win2kSP4 & later cannot register in a single-label zone like "domain"
without registry entries.

Do the clients have a Primary DNS suffix?

You have to remember, the forward lookup zone should be something like
domain.com, for the machine to register using that name, it must have a
matching suffix. It can register in the reverse lookup zone by even its host
name without its domain name. So what is the PTR name?
