You can create a local copy of a domain anywhere on any content DNS
server for private use so long as it never gets accessed publicly.
(The data wouldn't get used publicly, but if it was found you had some
incorrect data for another domain which was not in your control, you
could cause grief to the sysadmin who manages it). For your scenario,
you need to ensure the domains have both MX and A records which point
to the other Exchange SMTP server.

For the other test domain yes - just A and MX records should be fine.

Exchange may be configured to send mail to a smarthost or may be
looking at another DNS server which is giving public info (are these
real domains or just test domains - even if test domains do they still
exist in the real world - registered by someone else - are you using a
..local TLD)? One test you can do is to telnet to the other Exchange
server on port 25 and manually inject a mail into the feed to see if
it gets to the mailbox?
