When you register a new domain, using name servers in that domain, you
will be asked for the FQDN and IP of those names servers.
To simply register a name server, try Network Solutions. Look for
"Register Host".

How about host records (A records) for whatever you wish to have
resolved? Like "www" or "mail" or "ftp" or "billybob" or whatever.
