How about DNS configuration on the clients having this problem (previously
posted)?

Do they all have manual DNS entries as well, on top of the static IP
addresses
allocated to them?

Without correct DNS info, the clients will not know how or where to send DNS
queries, and may resort to WINS / broadcast. As you have found out, ping
to DNS by IP or (FQDN) hostname would still work though.
