Has NetBIOS been disabled?
What sort of operating systems does it work or not work on?
Does it work on the static or the DHCP enabled systems or is there a mix?

Can we see an ipconfig /all from:
   1. Your DC
   2. From a working client
   3. From a non-working client
   4. From a DHCP enabled client please?
