FQDN Required to Access Resources

Have an odd situation here...
We are in the process of migrating from Windows 2000 Domain Controllers to
Windows 2003 (have both currently) for a small office. DNS lives on all DCs
(only, no member server have DNS).
I have a few instances where a person tries to reach a share or web address
and cannot. Here's the detail:
this format does not work:
\\servername\sharename
this format does:
\\servername.domain.com\sharename
Same goes for intranet addresses that use the server name:
http://servername/website/page.asp
...will not work, but
http://servername.domain.com/website/page.asp
...will work.
This is a change of behavior that happened recently (cannot pinpoint exactly
when) and was not always like this.
This only seems to be happening on SOME systems that are members of the
domain, but is happening on ALL systems that are not members of the domain.
All systems have the correct DNS and Wins settings, either via static IPs
(servers) or DHCP (clients).
