I know this isn't exactly your question, but.....

If you're getting a static IP, your ISP should be able to host your DNS for
you. Ask them if they can manage it, then register their NS servers with
your registrar.
Your ISP should be able to point your URL to your IP, and you'll just need
to redirect the right ports to the correct internal IP address.

DNS is port 53....
