Can you do a simple ping by name of the ftp site?
Such as ping ftp.domain.com? Does it resolve the name?

Otherwise, we'll need more config info to help. My initial *assumption* when
you say "Outide of domain" means outside of the internal AD network? So that
leads me to believe the internal and external domain names are the same? If
so, create an ftp A record under the zone name in the internal DNS server,
and provide the external IP address. This is of course also assuming all
internal machines are only using the internal DNS server (which is the
recommended best practice config).

If the assumptions are incorrect, please elaborate on the configuration,
firewalls in place, if using Win2003 DNS, (which firewalls and W2k3 DNS do
have a bearing here), and try testing some pings, nslookup, etc.
