DC trying to register to worldnic.com

I get 6702 errors in my dns log, and in trying to figure them out, I ran
dcdiag /test:registerindns. The result I got from that was that my local dns
server could not register itself with the dns server at 216.168.225.223,
which is a dns server for worldnic.net.
This is not a forwarder or a root hint for me, and it doesn't seem like it
would matter if it was. I would appreciate any hints as to why this is
happening. I think the error is cosmetic, but I'd like to avoid it happening
if possible,
