    Is the Primary DNS being stored in Active Directory?
    Is the "Secondary" DNS on a DC? If it is, do _not_ use a secondary zone, in
    fact just delete the Secondary zone and make sure the NS record for the
    other DC is in the "Primary" zone. With in thirty minutes or the zone will
    replicate to your other DC. Don't just convert it to AD, because doing so
    will cause a second AD DNS data to be created.
    Even if the Second DNS is not on a DC, as long as all DNS servers are
    Win2k3, you can replicate the zone to it by setting the Replication option
    (zone properties, General Tab) "To all DNS servers in the Active Directory
    Forest"
