There are several different methods ISPs use to delegate reverse lookup
zones, you are asking a question that is impossible to answer without know
how it was delegated, if it has been delegated.
If you can't post the IP addresses here, you can use www.dnsstuff.com to see
where the delegation stops and how it is delegated.
The last delegation I had my ISP do for me I had to create the PTR records
in the Forward lookup zone, reverse delegations are done with CNAME records
so without knowing what the CNAME is I can't tell you what is wrong.
