There's no way for a master to force a slave to initiate "zone transfer"
database replication, full stop - Windows or not. The scheduling of
"zone transfer" replication attempts is entirely at the whim of the slave.

The scheduling of "zone transfer" replication attempts is entirely at
the whim of the slave. The fact that you have prodded the slave and it
hasn't sprung into life is a matter between you and your DNS hosting
company, that runs the slave. No-one else can know what is going on at
the hosting company with respect to the interaction between its content
DNS server and the forms on its web server. Why was talking your DNS
hosting company about this not the first thing that you tried ?
