I figured it out, this server is a dns server. In the DNS configured it was set to
listen on all ip address. I changed it to only the following addresses and choose the lan adapter, then deleted the record and reloaded. It is no longer coming back.

The RAS server created an internal adapter with an address of 172.16.104.1 and registered this address in DNS. Now when people try to connect to the server it will randomly resolve between the internal adapter and the lan network adapter. I tried deselecting use wins forward lookup on the wins tap of the zone. Does anyone know how to fix this?
