Yes on a DC the Netlogon service registers most of the records, the
exception is the record with the DCs host name, that record is based on the
DNS listener address or this registry entry:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\DNS\Parameters

Value name: PublishAddresses

Data type: REG_SZ

Value data: Specify the Internet Protocol (IP) address of the internal
interface. If you want to specify more than one IP address, separate the
addresses by using spaces.
