That's a good plan. You need DNS to replicate before you
can count on AD, which is dependent on DNS (and round it
goes.)
Just get the replication to work for AD after the DNS is
integrated on #1 and then change 2 and 3. Check your
replication -- if it still works you are fine.
BTW, all DC/DNS servers much be set to use the INTERNAL
DNS server(set) ONLY for DNS resolution. (Same for
ordinary clients.)
Don't try to split a "client" between "internal and external"
DNS but rather use "forwarders" to take care of THE Internet
resolution.
