Second DNS server doesn't proceed if the first DNS fails

Hi,

we have the following DNS problem at Windows 2003 servers:
configured with static IP address with first (preferred) and second
(alternate) DNS server IP addresses.
If the first DNS server fails (down e.g.), normally the second DNS-Server
should perform the request and resolve the requested name. But this doesn't
work - and we see the same problem at several Windows 2003 based Servers. At
Windows NT4 or Windows 2000 or Workstations we make the same tests with the
same settings and see no problems like this - they are able to use the
second DNS server for name resolution if the first fails. Only the Windows
2003 Servers doesn't switch to the second DNS if the first DNS fails
(internal DNS Servers, no forwarder problem).
It's a miracle - any ideas welcome. Thanks in advance,
