I think the problem with the reverse lookup zone and the 4004s is the zone
is invalid with this netmask.
Your reverse lookup zone is 3.0.10.in-addr.arpa. That, combined with your
netmask which means the Netblock is a 10.0.3.0/26 network. You have 62
available IPs in the block so this machines IP 10.0.3.130 is out of the
Netblock. Change the IP to 10.0.3.62 and see if the 4004s go away and the
Reverse lookup zone comes to life. You can also change the Netmask to
255.255.255.0. If you are locked into this Netmask then you will have to use
a subnetted reverse lookup like 10.0.3.128-190 and delegate it back to this
DNS.
CIDR range 10.0.3.0/26
Netmask 255.255.255.192
Wildcard Bits 0.0.0.63
First IP in range 10.0.3.0 (network address)
Last IP in range 10.0.3.63 (broadcast address)
First useable IP in range 10.0.3.1
