Browsing is a NetBIOS function make sure NetBIOS is enabled if you want to
browse Network places.

First check the domain or domain controller security policy to see what the
setting is in the policy.
Occaisionally we have someone post in here about services that are stopped
on disabled after startup it is usually in the policy.
