DNS server does not know which IP a specific client
that sends a query needs. Returning all the IPs in the
extended data is a defined DNS behavior. That Windows
DNS follows the RFCs in this regard apparently causes
issues for you. It is always up to the client what it does
with the returned DNS data.
W2k3 like W2k can provide subnet-ordering of IPs when
multiple IPs are returned. This however is only an answer
for a highly restrictive set of situations. If that does not fit
your network design then you would need to control which
IPs do register A records for a given name in order to control
what IPs are returned when the name is queried.
