Check in the netlogon.dns file of each DC and see whether
the records for the default-first-site are mentioned there.
Do not get confused between the DCs registering DNS
resource records for their own site with them registering
what are call the site-coverage resource records. A DC
from each domain will register resource records for sites
that it is not within in order to provide those that are within
that site a way to have a preference when they seek a DC
for that domain.
