Sorry, I missed something. The key is not the failed of creating cluster.
The key is this failed caused some subnets could not visit the web application.

Node A, running a WEB application using J2EE container
Node B

The web app could be visited by all subnets.

First, built a cluster on node B using local quotm.
Second, tried to add Node A to the cluster, failed of the local quotm

After that, only some subnets ( such as 192.168.x.x ) could visit the
web app. Others (such as 192.X.x.x) could not visit the web, but they
could telnet the web port.

After restarted the system, the web app could be visited by all subnets
again.

Is this a bug?
