Cluster service is shutting down because the membership engine failed
to arbitrate for the quorum device. This could be due to loss of
network connectivity with the current quorum owner.
This would be my number 1 suspect, the arbitration for the Quorum is
failing, first lets make sure your array can handle this:
1) ensure your Cluster, including your SCSI direct attached array is onthe
Windows Catalog for clustering
2) ensure your SCSI array is setup for clustering (please refer to the
product documentation or vendor support)

ok, after checking and rechecking and reconfigurations as all of the
above posts stated... i finally gave in and called the maker of my
iscsi array and found out that it doesn't support MPIO. Talk about a
waste of time and effort, I ended up calling the vendor who sold us
the products ensuring us that it will work but they said it is over
the 30 days so they can't anything about it. So right now, i'm stuck
with my equipment and will have to figure something else out other
than using a shared disk quorum.
with more research i found that i can use a MNS quorum and use a file
share witness similiar to exchange 2007 cluster and make it work. I've
tested and it works like a champ. ;) Thanks for everyone's tips.
