I agree whole-heartedly with Edwin. PLEASE use the correct technology for
the appropriate product. This means SQL = MSCS and IIS = NLB.

that is because you should use NLB for IIS and not MSCS
(although possible to use MSCS, you will find many many many posts in this
newsgroup advicing not to)

solution for your customer is have a 2 node MSCS with SQL and a
(different)
two node NLB for IIS
