You will not need that based on the fact that you are able to bring all drives online on SQL 3.
Rule of thumb: if disks come online on any node of a cluster, then no disk signatures have changed.
So now the question is why does SQL 4 have a problem?
First thing is to ensure all resources in all groups have SQL 4 as a 'Possible Owner'. If not, correct that.
The most drastic step will require an outage. That step is to set the cluster service to manual and the cluster disk driver to 'demand' on SQL 4 and shut it down. Then shutdown down SQL 3. Boot up SQL4 and examine disk manager to see if that node sees all disks properly and then do a quick write test to the drives in question.
If there are problems seeing the drives - fix that problem
If all drives are properly seen, start the cluster disk driver, then start the cluster service and see if all the resources come online.
If they do remember to set the cluster service back to Automatic and the cluster disk driver to 'System'
