I get that. I'm just not seeing why Russ recommended AD integrated over
classic primary/secondary in for non AD DNS.

Nothing, it's almost as good as AD integrated. The point here is NLB is
not a good idea.

There is absolutely no reason to use NLB DNS.
In order to implement High Availability for DNS, you can simply
implement Active Directory Integrated DNS.
