If you are in the UK you should check out Open Minds
(http://www.openminds.co.uk/customers.htm). They specialize in
designing HA solutions in the UK. Some of their customers include the
BBC and Aston Martin. I would highly recommend you enlist the services
of someone familiar with this space so that they can help you fully
utilize your existing hardware without spending too much more money.

They are a LifeKeeper reseller, but they also deliver other solutions
depending upon your budget.

Might be a long shot but I thought I saw an add-on for Windows Storage
Server that provides some clever functionality when used with Clustering -
maybe I'm barking up the wrong tree but it's about the only hope there is
left! After that it's gotta be the Neverfail product but that's £4000 we
don't have at the moment...

It will be soon - might be getting promotion this week :D

We've decided that Just going to cluster Exchange now - 3 servers,
Majority
Node set with NAS as the storage (high-level file system style not block
access) - hopefully that's possible but I haven't seen anyone else with a
similar setup!

It is not possible. It has to be block level access.
