It cannot assign the same IP address on different groups.....
Actually, i would like to know any resources from Microsoft that is a set of
definition of cluster terms. I want to clarify that groups are seperate from
multi-purposes or other purposes.

If the group you do not see failing over is Cluster Group I woud worry
about but if the group you do not see failing over if Group 0 then I find
it a normal behaviour because there is no resource included in that Group
which is dependant on Network connections, so, why should that group fail
over if the Public Network is down?
Example of applications I have seen in the past that are not Network
dependant:
Presence Control, Time Control, Access Control applications. Some of them
use Serial ports, some other propietary bus cards.
These are Applications that you can cluster (either the vendor provides
with a Cluster-aware application or you can "make" them clusterizable by
using Generic Application, Generic Service or Generic Script resources,
depending on the nature of the app).
The application does not need Network, just a service or application
running in one node and listening to the Serial/Prioprieatary bus and
writing data to the Clustered Shared Disk resource.
There is no need for these specific kind of applications to fail-over when
Public Network is down. Only when the applciation fails, the Bus fails or
the node fails
For your tests:
Create additional resources in your Group 0: IP resource, Network Name
resource, and File Share resource with recommended dependencies and repeat
your testings...does it work?

Thanks for your reply first.
I already created 2 groups. Group0 only contain one resource which is
"physical disk". Cluster Group contains three resources which are IP,
Network name and quorum disk.
I can move or init fail to other node manually but cannot unplug the
public connection. As you said, I have already configured NICs in both
nodes but still not work. I would like to know where can I found the
advanced setting to ensure the Public is highest binding.

Could you describe with more details each of your cluster groups
(resources and dependencies).
If you move all cluster groups to the 2nd node and repeat the
procedures, is it still happening?
The cluster group that does not failover, can be moved manually to the
other node?
Could you share if any errors appear in the cluster logs and/or Event
viewer at the time the groups should be failing over?
In Windows 2000 there was an issue with NIC removal detection that was

Also, I guess you have properly configured the NICS's in both nodes:
Public network configured for All communications and Private network for
Internal Communication Only.
Moreover, the Cluster Network Priority is set as Private in 1st priority
followed by Public.
Also, in the Advanced Settings of each node, the Public should have
highest priority in the Bindings.

Hi all,
I have already set a cluster with 2 nodes. Each node have 2 NICs which
are private and public connections. There are two groups in my cluster.
The problem is that when i unplug the public connection, only one group
can be failover but one cannot. Anyone can help to solve? Thanks!
