Cluster 1069 Event - Power Interruptions

Hi folks. I'm at a site where there are frequent power interruptions.
The 2 node cluster is connected to a UPS and doesn't have a problem
(Windows 2003.) However, their Cisco switches are in another room
which doesn't have UPS and they go down. Both nodes are connected to
the switch and also have a crossover cable connecting two other NIC's.
I am able to ping the other server using either NIC.

The problem:

When they get a power interruption the cluster goes into a spin and the
cluster service has to be restarted. The event log contains the
following:

Event type: Error
Event source: ClusSvc
Event Category: Failover Mgr
Event ID: 1069
Date:...
Time:...
User: N/A
Computer:...
Description: Cluster resource 'resource name' in Resource Group 'group'
failed.

It looks like it is not using the other direct connect NIC between the
2 systems when the switches go down. Both NIC's show up in Cluster
Administrator. Any suggestions on how to fix or what the problem may
be?
