I'm by no means an expert on Exchange, but since no one has responded then
I'll try to do my best to assist you. It's possible that you may be
running in to some IPSec issue as discussed in the following article:

But last time I read the whitepaper which was a while back, my
understanding is that OWA should be install on 2 servers using NLB which
would be the Front-End and Exchange Server which is the Back-End should
installed on Microsoft Cluster Services (MSCS).
