Heartbeat question

o.k., real dumb question here. I have a 2003 2 node Cluster, Active/Passive
config.

If I pull the heartbeat cable (crossover) shouldn't the cluster failover?
When I do pull it from the active node it says the hearbeat is disconnected,
but it doesn't failover.

I followed all MS recommendations for heartbeat config.

Any ideas?
