Ajay,
If I'm reading this correctly, you state that you're rebooting both nodes at
the same time. If so, this is causing both nodes to attempt to arbitrate for
the quorum device at the same...which is causing both nodes to lose the
arbitration process.
To avoid this, you should setup a delay on one of your cluster nodes so that
one node boots with a 90 second delay. This will give the first node plenty
of time to arbitrate for the quorum disk without the interference of the
other cluster nodes. You can read more about this and other tips in the
