Health Monitoring a Cluster

We've been having some weird issues with our Win2K3
Clustered File Servers. We have had the Cluster Master
go offline and stop servicing requests to the SAN that it
is attached to, but it still responds to ping requests.
Because the ping requests are being answered, the second
server will not take control of the cluster unless the
Master is rebooted, or the cluster is manually switched
over.
Is there a way to do health monitoring other than a ping
request? Possibly check to see if a drive, or a file, or
something other than the network card is available and if
that threshold isn't met then the cluster will fail
over? We have had this situation happen 4 times in one
month...each time we have had no notification except from
our clients who are using the SAN to store data.
Any help would be appreciated.
