Hi Dustin, I'm not sure what else to try at the moment. In my experience, I would recommend installing WS03 from scratch rather than upgrade. This may or may or may not
be a choice for you, but if there's this many problems before clustering is even setup, it would seem like a good idea to me.

Otherwise, I am going to have to recommend that you get a case open with the Microsoft PSS Cluster Server Support to move further with this. I apologize for the trouble
you are having.
