Group failover

I have a 2 node cluster. There are 2 cluster groups
created and everything works find (one is the cluster
group and the other for Oracle Database). When I take the
network cable these groups failover correctly.
I have created now a new group that is empty. I just have
as resources of the group the Network Name and the Virtual
IP address of the cluster. But when I take out the network
cable it does not failover. Do you know what happens?
