You cannot run a 2 node cluster without external storage.
You can run a 1 node cluster using the -localquorum switch but this is not
redundant and only useful for testing.
If you have Windows Server 2003 you can run a Majority Node Set quorum
without external storage but this requires a minimum of 3 nodes.
