Inter server communication in NLB cluster

I have two server 2003 web edition servers in a cluster.
Config
Server1:
NIC1: (VIP) 67.106.83.130
Mask 255.255.255.224
No DG
NIC2: Dedicated IP 67.106.83.131
Same mask and this has a default gateway.
Server2:
NIC1: (VIP) 67.106.83.130
Mask 255.255.255.224
NIC2: Dedicated IP 67.106.83.132
Same mask and this has a default gateway.
The NICs assigned to the VIP do not have a DIP.
The cluster converges and load balances fine.
I can not however manage both machines in NLB Manager. I
am only able to manage the local machine. If I try to
connect to the second maching I get an unable to connect
to host error. Also the machines cannot ping eachother
but they are able to map to eachother. I am able to open
up both machines in NLB Manager from a pc outside of the
cluster. I have replaced our switch with a hub.
Any help would be most appreciated.
