Thanks for your help.

I powered on the first DC which holds the PDC role first and the second DC
is off.
will the first DC look for the DNS server (another DC) in another site
(alive and across the WAN link)? The first DC hung on a while at "preparing
the network
connections'

Just wonder if I reboot one of DCs in production site, I do not have these
issues. it only happens when I shut down all DCs and power them on one after
another one.

Is it supposed to be? Should I turn off the WAN link between these two
sites and it will not query DNS server at the remote site?

Authenticating to a DC outside of a client's subnet all depends on your
Sites configuration. A DC coming up will query DNS, even if it is itself,
and a GC will be returned for the initial phase of the logon based on Site.
If all DCs are in the same Site, then Round Robin kicks in (DNS feature that
randomly picks one in the list of records).

There is no specific 'order' to power them up, however, I've always powered
up the Forest root DC first that holds the PDC Emulator. Your results will
vary. :-)

But it all depends on how you have your AD sites setup.
