If you loose a DC without demoting you have to do some steps to remove it complete from the AD database, DNS zones, AD sites and services:

I have a single forest single domain Windows Server 2003 environment.
I recently had to remove a DC from the domain "ungracefully". Now when
a PC joins the domain, you have to specify the full NETBIOS domain
name (i.e. "obps.local" as opposed to "obps"). In the past I have
always been able to join the domain with just the latter. Any ideas?
