Thank you for all your response on my different posts. I really
appreciate your help!
I just want to make sure... even the refresh rate is 90 to 120 mins
for group policy update, does it mean that would show up as an
application log named "scecli 1704"? The link you sent me is for Win2K
while mine is runing windows 2003.
Finally, the services that suspiciously halted by GPO are third party
application... again, someone assumes it...but I do not know the GPO
mess those up....

By default GPO's refresh between 90 to 120 minutes.
If the policy setting comes form the default domain policy or another
policy on domain level you can move the server to another OU and use
block inheritance.

In my opinion you should find out the settings that crash the
services. So what servies are crashed and how is this shown or you
realize this?
